The Contradiction the System Cannot Answer

The state has now produced five independent findings about what UK family courts do.

The Ministry of Justice Harm Panel (2020) documented systemic minimisation of abuse, selective dismissal of children's voices, and the use of parental alienation allegations to silence protective parents.

The IICSA Inquiry (2022) found that institutions across every sector consistently prioritised their own reputation over the welfare of children.

The UN Special Rapporteur (June 2025) found, following a physical visit to this country, that family courts prioritise parental contact over child safety and that children's voices are frequently not heard or listened to.

Baroness Casey (June 2025) found deep-rooted institutional failures stretching back decades, with children silenced and institutions protected across fifteen years of documented warnings.

The Parliamentary Public Accounts Committee (September 2025) concluded that families are going through harmful processes in the family court system.

Kate Markland's evidence was accepted by Parliament. Her methodology was accepted for presentation by the British Psychological Society. Her work was considered by UNICEF.

Gloucestershire children's services has been found failing by multiple successive Ofsted inspections. Gloucestershire Police has been rated inadequate on children's safeguarding by HMICFRS, three inadequate ratings, one adequate, one requiring improvement. The Gloucestershire Police and Crime Commissioner published an audit concluding his constabulary is failing children. His recommendations for addressing that failure are, without any coordination between them, directly aligned with what StoryQuest does.

The Lord Chancellor at the time Gabriel was removed from Kate's care was the MP for the constituency immediately adjacent to Gloucester. Kate met with him. She presented the evidence. The local institutions were not held to account.

The Public Accounts Committee that accepted Kate's evidence was chaired by the MP for the constituency where Kate was educated and where Kate and Gabriel lived when she was first labelled an "unfit mother".

At every national institutional level, Kate's evidence was accepted. At every local institutional level, the same quality of evidence about the same case was ignored. By institutions since found failing by every oversight body that examined them.

The system's own findings contradict the system's own decisions. The state has named the pattern. The state produced the pattern. And the state has not resolved the gap between the two.

That gap has a name. It is the accountability gap. It is on the public record. And it remains open.
